SCIENTIFIC CONNECTIONS OF THE BSSR AND POLAND IN 1921–1939

Abstract

The article is devoted to the main forms of scientific connections between the BSSR and Poland in 1921–1939: book exchange, cooperation within the framework of conferences and congresses, the direction of foreign business trips of scientists from both sides. The involvement of a wide range of archival sources, first introduced into scientific circulation, the use of special historical methods, the principles of historicism and objectivity, made it possible to conclude that the scientific Belarusian-Polish relations of the interwar period, although had positive dynamics and stable forms of relations, however, did not differ in planning and regularity. Attention is drawn to the fact that the receipts of Polish-language literature in the BSSR were in the second place, after the German-language ones, the general level of organisation of the book exchange process did not allow for a qualitative scientific research. This fought back on the activities of the Polonist research centres, including the Commission for the study of Western Belarus. For the first time in domestic historiography, quantitative indicators of written literature are given, which makes it possible to trace the pace of book exchange with the Polish side, and compare with other countries. It has been established that foreign business trips of scientists from Belarusian State University and the Institute of Belarusian Culture were few in number. Bureaucratic barriers and poor funding made the occasional visits by representatives of Belarusian science ineffective. Only rare contacts of scientists from BSSR (V. I. Picheta, V. D. Druzhchits, P. V. Gorin) can be noted. At the same time, business trips were financed at the expense of the People’s Commissariat for Finance of the BSSR. When before 1929 scientists were sent on assignment through the submission of petitions by a certain organisation to the People’s Commissariat of Education of the BSSR, then after 1929 through the Main Directorate of Science and only on condition that one or another foreign trip was included in the five-year plan.
