Abstract

An attempt is made to analyse the essence of the decisions of the new Syrian authorities after the overthrow of president Bashar Assad in December 2024. It presents the key actors of this situation who made up the country’s elite in the post-Assad period, and analyses the statements and actions of the new authorities led by the head of the military operations administration and leader of the terrorist organisation «Hayat Tahrir al-Sham» (is prohibited in Russia) Ahmad al-Sharaa. It is concluded that the new elite in Damascus is formed from among his proxies. It is pointed out that this situation may cause a negative reaction from other groups of the former Syrian opposition if organisation «Hayat Tahrir al-Sham» refuses to hold a political dialogue. The composition of the Syrian caretake government until March 2025 is described. Assessments of the regional and global implications of the Syrian events of December 2024 are considered.
